Bad Cop, No Donut: Anchorage Police Officer Anthony Rollins Arrested On Multiple Counts Of Sexual Assault And Official Misconduct

After a prolonged investigation, the Anchorage Police Department announced on July 14th, 2009 that one of its own has been arrested. This comes just three days after Alaska State Trooper Derek Loop was arrested in Soldotna for DUI and misconduct involving a weapon. Officer Anthony Rollins, 41 years old and a 13-year veteran of the department, was arrested and booked at the Anchorage Correctional Complex on July 14th after an Anchorage grand jury returned an indictment against Rollins on four counts of first-degree sexual assault, six counts of second-degree sexual assault, four counts criminal use of a computer, and six counts of official misconduct. His bail has been set at $100,000, plus he'll need a third-party custodian. Update: Rollins was arraigned on Thursday July 16th, pleaded not guilty to all charges, and a trial date for October 12th has been set.

The investigation began in April 2009 after the first allegation surfaced. Standing Together Against Rape (STAR), a local advocacy nonprofit, contacted the department's Special Victims Unit to report a possible sexual assault. Afterwards, Rollins was suspended from duty on April 16th, with pay according to a comment posted on KTUU. Further investigation uncovered five more victims who allege being assaulted by Rollins. Anyone with additional information related to this case is asked to call the Anchorage Police Department Special Victims Unit at 786-8905.

Rollins has previously been commended for his work on the job. Last year, he received the police department's Medal of Valor for entering a burning building and rescuing a man. In 2004, he received a Meritorious Conduct award for assisting in anti-bullying programs in Anchorage Schools. He was also a D.A.R.E. officer with the schools.

Although the presumption of innocence applies, the case against Rollins appears to be damning. One person posted the following on KTUU: "He has been out there for TOO TOO Long, there is more than six cases. I am very proud of the first girl that came forward. I personally know her, and she is a wonderful person. he will get his."

Update: There is an entry for an Anthony C. Rollins in the Alaska Court System database HERE. He is not only listed as the plaintiff in three different small claims cases, but is also listed as the defendant in this case. This is now confirmed as the same Anthony Rollins who has just been arrested.

This type of behavior is atypical for Anchorage police officers. The last Anchorage cop I recall who was arrested for such an egregious crime was Sammy Cohen, charged in June 2005 with sexually molesting his daughter and possessing child pornography. The case ended up with a mistrial in March 2008. Thus my own confidence in APD's integrity remains high.

This case happens at a particularly inopportune time for APD Chief Rob Heun. New mayor Dan Sullivan has already indicated the possibility of bringing in his own people to take over as Police and Fire Chief. However, Sullivan is a fair man, and would not fire Heun over this alone. But if Sullivan was already leaning towards replacing Heun, this incident may push him over the edge. Mayors frequently bring in new police chiefs without prejudice; they prefer to work with their own people.

For his part, Mayor Sullivan said he was shocked and dismayed to learn about the criminal charges against an APD officer. Sullivan said, "It is my responsibility to make sure that proper procedures are in place at APD for ensuring that these kinds of situations are investigated in a thorough manner. I will work with Chief Heun to make that happen."

    this is what happens when you hire based upon racial quotas and equal opportunity programs.the best candidates are not hired and passed over for less qualified individuals based upon their skin tone.
    i have no faith in the APD to police their own. many in the APD are also drug abusers because the city does not test the APD for drug use like it does the rest of the city employees. this is also biased and wrong if a lowly streets maint worker has to pass the whiz quiz to keep his job so should all in the APD.

I know this man and his entire family on a personal basis, and no part of my body beleives this man could do this. Beleive what you will.. but dont disgrace the work this man has done based on allegations. If its true, then say what you will.. but it has not been proven yet.. and out of respect, if not for him, but for his FAMILY, keep you mouths closed. -

  6. I live next door to the Rollins for 3 years. My kids and their kids played together. I have stayed with them on 2 separate occasion on return trips to Alaska. I have gone to the same church as the Rollins. First lets address the Nigger comment, I loved Anchorage because race was never an issue, racial attacks were rare, racial attitudes good, but now I am concerned. Whites, Blacks, and Alaskan Natives have all done some bad things in Alaska, we can not just state that is the behavior of all people, and we wonder why the Arab world wants to blow us up. I don't know what happen, I do know the system will produce the evidence and the jury will decide. If he is guilty, we must all ask ourselves could this end up happening to us, Anthony was totally committed to serving the community of Anchorage, I saw it first hand. The question now is who is going to step up and do all the good things he was doing; Maybe one of you Nigger word throwing folks will consider joining DARE, working with Rap victims, or participating in the many community events.

  8. Anthony Rollins helped me through the darkest time in my life. He is a good man and a great police officer! He wittnessed the word of God and prayed for people he came in contact with. He put a crack dealer away in fed prison and a month later the dealers family member says....Officer Rollins raped her!?!
    When they first started this investigation he told me to pray for the people accussing him! If that's not a good man you tell me what is?!

  12. Im not going to sit here and call this man out of his name but i will say that I know for a fact that what this man did is wrong and he needs to go to jail. He has a good wife but she needs to leave him. It makes no sense the hurt that he has created in the community and he really needs to be put away. i have been around him on many different ocassions and i would have to say that he does seem to eye every woman that walks his way. I do not feel comfortable with him being a police anymore.He was suppose to be there to protcet and serve..not lie and rape..

  16. I am friends with his sons and i've been over a couple times, always say him at track meets and such, he was there for me when i needed some advice and it hurts to even think he could have done this... i dont believe it at ALL!! he's a good guy in book

  17. Too bad the Anchorage cops and their rapist friends choose to disregard the rule of law. This continuing misconduct by most of APD has caused me to keep quiet about any information I had regarding the shooting of one of their finest. I guess I can expect one of the cops to call one of my friends and again threaten to "rip my head off". Or maybe they will try to drum up another false charge against me and tell me that the facts do not matter. Stupid police that rely on entrapment schemes to make their friends look good are the real reason that APD has such a low level of public trust.

  18. Public opinion of APD is low and for good cause. We call them highly trained,it takes more to become a hair dresser than a cop. How about the 5 years to become a plumber. The lack of integrity,proffesionalism and respect for what was once an honerable institution has gone the way of most other social values in our country. The members of APD are simply a representation of the normal cross section of our society. When you have dirt bags to choose from you get dirt bags. Not all of course however the percentage has risen to remarkable levels as it has with society.These employees of ours need to be held to a higher standard and just aren't. I am posting anonymous as I don't have a profile and its not really relevant. This is opinion/fact and not race or religion driven.

I have a very low estimation of them and their level of professionalism. They seem like local yokels who crave power then abuse their position.

  20. This is for the guy with T.N.B. comment. I am a black man that has served my Country for 30 years in the military and have deployed several times to Iraq; dodging roadside bombs, snipers and complex insurgent attacks. I lived in Alaska many years ago and knew Anthony Rollins when he was in the military. Yes he is a black man, but his behavior does not represent all black men. Should I say Jeffery Dalmer or Ted Bundy describes your behavior? Anthony Rollins is a very intelligent man and got the job at APD based upon merit. But, from what I know of him because I worked around him for a few years in the Air Force, I believe each and every one of those ladies. Yes, I am a black man and I not only believe what the women testified too, but I know he is guilty. Why would six women (who don't know each other) come up with similar stories that occurred at different times. As a police officer, he should have never abused his authority and commit such horrific crimes. This is not T.N.B as you stated. This is the behavior of a man that had become very comfortable with abusing women and it finally caught up with him. So you can continue on with your racist ravings sir, but know this. You are an idiot!
