Andree McLeod Strikes Out Again; Her Ethics Complaint Against Palin Aide Kris Perry Dismissed By Alaska Attorney General's Office

Anchorage's ethics gadfly Andree McLeod struck out again - for at least the third time, by my records. Her January 23rd, 2009 ethics complaint against Palin aide Kris Perry was dismissed by the Department of Law, an adjunct of the Alaska Attorney General's office. The complaint was filed with them rather than with the Personnel Board because it was directed against a member of the Governor's staff rather than Palin herself. According to the dismissal letter, the essence of McLeod's complaint was that Perry did not take personal leave when she made three out-of-state trips with Governor Palin. McLeod contends the trips weren't official state business, and according to her interpretation of ethics law, the use of personal leave is required when making unofficial trips. But McLeod hurt her own case when she promised on May 5th, 2009 to submit additional documentation supporting her complaint by May 11th and then failed to follow through. The Department of Law decided that based upon the submitted evidence, the complaint was unsubstantiated and dismissed it. Kris Perry had even obtained an opinion from her state ethics supervisor, Linda Perez, before the trip, and Perez OK'ed her travel as Palin's state liaison without taking personal leave.

In a statement released by the Governor's Office, Chief of Staff Mike Nizich said, “It is outrageous to file an ethics complaint against a state employee who sought and obtained ethics guidance in advance. This is not about ethics. This is not about holding the governor or state employees accountable. This is pure harassment.”

As expected, Andree McLeod did not take the news well. McLeod called the dismissal of her complaint a "whitewash" done in-house by the governor's team and said she was told she couldn't appeal. "Beyond a shadow of a doubt this dismissal demonstrates a breakdown in the complaint process. All the evidentiary documents I have point to Kris Perry campaigning on the public's dime and time," McLeod said. Apparently McLeod believes she knows more about ethics than the Attorney General's staff, the Department of Law, and the Personnel Board combined. Megalomania, anyone? McLeod is undoubtedly smarting from the fact that two of her other ethics complaints were also dismissed, from August 7th, 2008 and from March 18th, 2009. Conservatives4Palin took the news much better.

According to the Governor's Office, this is the 15th ethics complaint against the Governor that has been dismissed. Conservatives4Palin notes that their "web-a-thon" to retire Palin's $500,000 legal debt has now produced $122,460 (as posted on their main page)

In a related development, Governor Palin also closed the final chapter on an ethics complaint filed by Frank Gwartney back on October 24th, 2008 about the Governor charging the state for her children to travel with her while conducing official state business. The complaint was dismissed after the Personnel Board found no wrongdoing and Palin voluntarily agreed to reimburse the state. She remitted $8,143.62 by the deadline of June 23rd, 2009 to close the issue.


  1. Is it ethical for Andree McLeod to be both an "ethics watchdog," AND the Cleavage Monitor? I would think she'd have to be one or the other. She's really pathetic. She should really consider getting a dog or cat, I hear they are very theraputic for the mentally disturbed.
